The sector is composed of the sub-sectors of Agricultural extension, trade, industry and marketing. It is responsible for promoting food security and household income through improved agricultural production. Being an urban area, the scope of agricultural extension is limited.

The main economic activities in the Municipality are: agricultural produce sale, food vending, animal and poultry trade in addition to nonagricultural production activities.

The major functions of the department include:-

 Promoting cooperatives among farmers, traders and the business community along side economic activities
 Educating farmers, traders and the general public about modern ways of production, handling finances, marketing techniques, quality controls and business management in a perfectly competitive environment
 Promoting the development of agro-based processing industries and other small-scale industries through collaboration with other agencies like UIA, Private sector development, etc
 Assisting private individuals in the development of trade and other commercial opportunities in the Municipality
 Carrying out research in the areas of production, storage, marketing of agricultural produce and industrial developments
 Advising the political leadership about laws governing the section in relation to the sustainability or growth of our economy

Agro-processing and small scale industries;

At present, there are some industries in Lira Municipality, which are of different categories. The majority are engaged in the processing of agricultural produce mainly maize, cotton and sunflower.
Availability of electricity has been a major factor in the establishment of these industries plus availability of raw materials.
There are also a number of small scale artisan factories mainly in metal fabrication, woodwork, and brick making located within the Municipality. The Municipality still has a lot to offer to any serious investor especially in the field of :-
o Food processing and packaging
o Fruit processing-mangoes, oranges and passion fruit
o Produce processing and exportation
o Meat processing and packing
o Leather tanning
